Allows to check if the given key have a positive value.
This function allows Af-Arch server programers to check if the given key is defined at the given configuration object and have a positive value.
As configuration object, the config parameter, NULL value can be used which means to use the last loaded configuration.
A positive value inside de configuration file is: true, yes or 1. Otherwise it is considered as non positive value. Note that non positive doesn't means negative. Other values than negative ones can be defined.
