Allows to check if the given key have a negative value.
This function allows Af-Arch server programers to check if the given key is defined at the given configuration object and have a negative value.
As configuration object, the config parameter, NULL value can be used which means to use the last loaded configuration.
A negative value inside the configuration file is: false, no or 0. Otherwise it is considered as non negative value. Note that non negative doesn't means positive. Other values than positive ones can be defined.
